(VOVworld) – General Secretary of the Communist Party of Vietnam (CPV) Nguyen Phu Trong delivered a key note speech at the opening of the 4th session of the 12th CPV’s Executive Committee on October 9. He said the Party’s key tasks are socio-economic development and Party building. VOV brings you the gist of his speech.
The Party Central Committee will discuss Vietnam’s socio-economic development, the reform of the economic growth model, and the global economic integration process. Another important content on the agenda is Party building related issues: avoiding and curbing the degradation in political ideology, morality and lifestyle along with the signs of “self-evolution” and “self-transformation” within the Party.
Objective evaluation on socio-economic situation
The Party General Secretary noted that as 2016 is the first year to carry out the Resolution of the 12th National Party Congress. He asked the Party Central Committee to examine the Politburo’s reports and reality of local socio-economic performance in order to make objective and comprehensive assessment of socio-economic development from January to September and forecasts for the remaining months of this year. “It’s necessary to assess and analyze achievements, shortcomings, pending issues, and the causes. The results should be compared with the set targets for macro-economic stability and a growth rate at 6.7%, cultural and social development, social security and order, national defense, and maintaining a peaceful and stable environment for development.”
Party leader Trong said based on analysis the Party Central Committee should predict possible developments, identify overall and specific tasks for 2017, and issue feasible policies and measures. He said focus should be given to managing public and bad debts, restructuring of State budget, public investment, and State-owned enterprises, and improving investment and business environment in order to better use resources and ensure major economic balances.
On the reform of the growth model and improvement of growth quality, labour productivity and economic competitiveness, the Party leader stressed that this is an issue of strategic importance that decides the success of the renewal cause. He underscored the need to identify a roadmap for the next 5 and 10 year, vision to 2020, orientations and policies to promote science and technology, improve labor quality and management ability, and effectively use social resources particularly the private economic sector.
About the global economic integration and socio-political maintenance, Mr. trong asked the Party Central Committee to precisely evaluate opportunities and challenges and reaffirm guidelines and policies for global economic integration along with socio-political stability.
Continuing to implement a resolution on Party building
On Party building, Mr. Trong emphasized that the Party’s leadership is the leading factor deciding every success of the Vietnamese revolution, hence the Party building and strengthening work is vital to the Party and regime. To put the 12th Party Congress Resolution into action, the Party Central Committee has decided that the 4th plenum must issue a Resolution on building and strengthening Party, stopping and curbing the degradation in political ideology, morality and lifestyle along with the signs of “self-evolution” and “self-transformation” within the Party. “It’s important to uphold resolutions of the previous Party Central Committees, particularly the resolution of 4th session of the 11th Party Central Committee, to elaborate degradation in political ideology, morality, and lifestyle. What should be added to or revised in the draft resolution? What is “self-evolution” and “self-transformation” within the Party? What are the causes and effects?”
He asked the meeting to analyse the causes and put forward effective solutions to make visible changes in Party building.
