(VOVworld) – At the government’s monthly meeting for August, cabinet members discussed the government’s draft decree on its working regulations. The decree intends to improve the transparency of government performance for public oversight.

Prime Minister Nguyen Xuan Phuc said government working regulations aimed to ensure the government’s prompt response to national socio-economic issues in the global integration process. “It’s necessary to enhance the transparency of government activities before the Party and people, except national defense and security issues. So, the people will know what the government is doing and what the real situation is. Conclusions by the government and the Prime Minister must be made public, and people can oversee them and contribute ideas.”   

The Prime Minister said working regulations of the government must resolve shortcomings and pending issues in the government apparatus such as coordination among ministries and sectors and the compilation and implementation of the government and the Prime Minister’s work plans. Mr. Phuc asked ministries and sectors to work out appropriate and scientific procedures to process every assignment and task. He stressed the need to identify the authority and responsibility of each individual and implementing, coordinating, and verifying agencies to avoid stagnation: “The resolution of initiatives has been delayed at the working level. It’s not necessary to meet the people who made the proposals to discuss the issues. Discussion can be done through the Internet.”

The Prime Minister has urged the acceleration of IT application in government activities as well as the daily work of the Prime Minister and Deputy Prime Ministers. The roadmap to building an e-government must be specified with detailed steps from the central government to local administrations. He asked ministers and heads of ministerial agencies to raise their sense of responsibility in building regulations and mechanisms which is an aspect of a constructive government. The ministers are urged to thoroughly control relevant activities from the central to grassroots level. The Prime Minister tasked the Government Office with collecting opinions from cabinet members to finalize the draft decree on the regulation of government activities before sending it to the Ministry of Justice to verify it and submit it to the Prime Minister for approval.
