(VOVWORLD) - Under the Resolution of the 13th National Party Congress, humans and human security are at the center of all activities. The Party Resolution affirms that ensuring human security is the aim and the motivation of socio-political stability, national development and prosperity, and people’s happiness.

After 35 years of national renewal, Vietnam has gained remarkable, historic achievements including relatively high economic growth, the gradual formation of a socialist-oriented market economy, stable politics, and a better cultural and spiritual life for its people.
Such achievements have created a strong foundation for maintaining national security, social order, and human security. Amid the fluctuating international and regional context, Vietnam is facing numerous challenges concerning social and human security.
To address these challenges, the Party resolution centers on human and human security considering protecting human security the aim and the motivation of the Vietnamese revolution.
The Resolution stresses the importance of ensuring security and safety considering it the top priority in protecting people’s lives. The Resolution proposes a new mindset on national security by associating it with global security and human security. Global issues like peace protection, human security, natural disasters, epidemics, social security, non-traditional security, cyber security, climate change, rising sea level, and environmental pollution have affected Vietnam’s human security, international integration, and development.
The Resolution covers a Vision on National Development until 2030 citing that the Party centers on humans and human security in all of its activities and that protecting human security is the aim and motivation for socio-political stability, national development and prosperity, and people’s happiness.
The Communist Party of Vietnam has devised solutions to enhance national development in close connection with human security.
First of all, the Party associates human security with national sovereignty and independence, socialism, national security, and social order. Second, humans are the center and the resource of development. The Party focuses on inspiring patriotism, national pride, self-reliance, unity, social consensus, and aspiration for national development, building mechanisms and policies to promote Vietnamese people’s devotion to the homeland, and optimizing human resources for national development.
Ensuring human security requires better conditions for people to live stably and have an opportunity to develop. The Resolution of the 13th National Party Congress says it’s important to effectively implement social policies, ensure social security, social welfare, and human security, create drastic changes in social development management, promote social progress, improve people’s living conditions, and bring them happiness.
It’s also important to reduce poverty multi-dimensionally, inclusively and sustainably, develop a flexible, diverse, modern social insurance system, ensure the supply and accessibility of fundamental social services, particularly for poor and vulnerable people, and pay attention to protecting people’s health. The Resolution also stresses the need to improve the population quality, optimize opportunities created by the golden population structure, and prepare for an aging population, and improve the labor market.
The Party Resolution also mentions developing a prosperous country with people at the center. It stresses the need to inspire will, determination, and aspiration to develop a country with prosperity, happiness, and vitality, and promote cultural values and Vietnamese people’s strength in national construction and defense. The resolution says it’s important to boost economic diplomacy to serve national development while centering on the people and businesses. The resolution says that in order to ensure human security in Vietnam, it’s important to focuses on enhancing effective social development management, ensuring social security and human security, promoting social progress and equality, building a sound moral and cultural environment, promoting civilization, improving the quality of healthcare services and the quality of the population, associating population with development, paying attention to the people, labor policy, employment, and income, ensuring social security and welfare and improving people’s material and spiritual life.
