The Action Month reflects the Party and State message of "voluntary social insurance and family health insurance – to receive health care and a pension" and "voluntary social insurance – a firm support for freelancers."
The program targets small traders, freelancers, and landlords. Lò Quân Hiệp, Director of Ho Chi Minh City’s Social Insurance, said Ho Chi Minh City wants to add 15,000 people to voluntary social insurance by the end of the year, 6,000 more than last year, and add 900,000 people to health insurance, 87,000 more than last year.

Tran Ngoc Kim, Director of the Saigon Central Post Office, said post office staff are coming to Ban Co and Ben Thanh market to explain to the traders the benefits of voluntary social insurance and health insurance.
“The staff members will come first to Ban Co and Ben Thanh market, then to markets in district 1, 3, 4, and Phu Nhuan district. We will also come to residential areas to distribute registration forms,” said Kim.
Ho Chi Minh City’s Social Insurance has worked with ward chiefs to get people to sign up for voluntary social insurance and family health insurance.
