National External Information Service Awards 2016 calls for submissions (media and publication)

Pursuant to Regulations on the National External Information Service Awards 2016 (media and publication), the Council for the National External Information Service Awards in 2016 calls for submissions from media and publishing agencies, Vietnamese and foreigners.
I. AWARDING CRITERIA:
1. Content:
- The entries must be accurate, persuasive, and influential nationally and internationally, and appreciated by public opinion. Submitted works must contribute to Vietnam’s external information service, specifically:
- Promote a positive image of the country, culture, history, and people, as well as domestic realities and achievements during the process of reform, and portray a nation of peace, stability, development, and pro-active international integration.
- Provide vivid information of the domestic reality, the Party’s guidelines, the State’s policies, law, and the Vietnamese stance on regional and international issues; gaining support from the international community for Vietnam and creating favorable conditions for the national defense and construction cause.
- Counter fabricated information and false accusations about Vietnam
- Confirm Overseas Vietnamese as an inseparable part of the Vietnamese nation and an important resource to help strengthen the cooperation and friendship between Vietnam and the rest of the world.
- Help the Overseas Vietnamese community and foreigners develop an in-depth understanding of Vietnam, mobilize the support of the Vietnamese community abroad and foreigners to strengthen cooperation and friendship between Vietnam and other countries, ultimately contributing to the sustainable development of the country.
2. Entry Regulations
2.1. Submissions must be in Vietnamese or a foreign language, and must have been broadcast via mass media or published in Vietnam or in a foreign country from January 1 to December 31, 2016.
2.2. Works which have already won an award of other contests are eligible, but must clearly state the award, information about the organizer, and contest date.
2.3. Submissions must be free from copyright dispute since the release date
2.4. Forms and genres:
a. Printed newspaper:
Include: news, story (reportage, personal narrative, commentary), and interview
+ News: one or a series of news items (no more than five)
+ Story: one or a series of stories (no more than five)
News or story series must be by the same author or group of authors about the same events or topics. A series of unrelated, independent news or stories are not eligible.
Entries in foreign languages do not need to be translated into Vietnamese.
b. Radio broadcast:
Include:
+ News: one or a series of news items (no more than five)
+ Story, interview: one or a series of stories, interviews (no more than five with a total time duration of 20 minutes)
+ Program: one or a series of programs (duration of each program no longer than 30 minutes)
News, story, or program series must be by the same author or group of authors about the same events or topics. A series of unrelated, independent news, stories, or programs are not eligible. Entries must have clear sound quality, characters’ voices, noise, and music.
c. Television broadcast:
Include:
+ News: one or a series of news items (no more than five)
+ Story, interview: one or a series of stories, interviews (no more than five with a total time duration of 20 minutes)
+ Program: one or a series of programs (duration of each program no longer than 60 minutes)
News, story, or program series must be by the same author or group of authors about the same events or topics. A series of unrelated, independent news, stories, or programs are not eligible. Footage, sound of entries must satisfy quality requirements.
Entries produced in foreign languages must be accompanied with Vietnamese subtitles.
d. Online newspaper:
- News, stories, interviews
Entries must be created initially and exclusively for online newspapers. Entries republished from print newspapers are not eligible. Online news entries must carry the characteristics of online newspaper.
Entries must be a one or a series of news items (no more than five), a story, or a series (no more than five) in the form of text, audio, image, or multimedia by the same author or group of authors about the same event or topic. A series of unrelated, independent news, or stories, are not eligible. Entries written in foreign languages do not need to be translated into Vietnamese.
e. Press photo:
Include: single, set of photos
Set of photo may be submitted with no more than 10 photos, published in the same newspaper issue or around the same time period (for online newspapers). Manipulated photos are not eligible.
f. Landscape photo:
Include: single, set of photos, photo news
Set of photo may be submitted with no more than 10 photos, published in the same newspaper issue or around the same time period (for online newspapers). Manipulated photos are not eligible.
g. Book: Book or set of books published in Vietnamese or foreign languages related to external information service. If published, released in Vietnam, submission must have permit of an authorized State agency.
3. Entry dossier regulations
3.1. Author of entry: must be individual author or group of authors who are Vietnamese or foreigners. Each individual author or group of authors is allowed to submit a maximum of 7 works or sets of works.
Members of the final round’s jury board are not allowed to submit their entries
3.2. Entry:
Each entry must include:
+ Author information: full name, pen name, current title, work place, mobile phone number, email, and address.
+ A general introduction of entry in Vietnamese language which should include form, genre, the context of the story, and audience response.
For print, online newspaper: entry must be submitted in clearly printed copies. If the entry includes pieces of paper, these must be pasted on A4 with page numbers and attached with 3 photocopies.
For radio broadcast: entry must be copied on compact disc (CD), whose cover is written with the name of the agency, author, entry, genre, duration and time of broadcast, and a transcript of entry which is certified by the line agency.
For television broadcast: entry must be copied on digital video disc (DVD) or universal serial bus (USB) whose cover is written with the name of the agency, author, entry, genre, duration and time of broadcast, and detailed running-order sheet which is certified by line agency.
For press photo: in addition to photo already published on newspaper or magazine, submission must include photo which is enlarged on photographic paper sized 18cm x 24cm (single photo) and 12cm x 18cm (set of photos or photo news).
For landscape photo: in addition to photo already published on newspaper or magazine, submission must include photo which is enlarged on photographic paper sized 18cm x 24cm (single photo) and 12cm x 18cm (set of photos or photo news).
For book: Entry must be original copy
* The organizing board will not return contest entries.
II. PRIZES
The National External Information Service Awards 2016 offers prizes to: print newspaper, radio and television broadcasts, online newspaper, press photo, landscape photo, and book. Each category consists of first, second, third and consolation prizes. The number of prizes is decided by the organizing board.

- National External Information Service Award 2016 trophy
- A certificate from the organizing board
- Cash prize
2. The consolation prize consists of
- A certificate from the organizing board
- Cash prize
III. STANDING AGENCY OF CONTEST
Voice of Vietnam Radio is the Standing Agency of the National External Information Service Awards 2016. The contest is open to media, publishing agencies, ministries, sectors, localities, representative agencies of Vietnam abroad, Vietnam’s friendship organizations, Vietnamese, and foreigners. Contest entries must be submitted prior to March 31, 2017.
