At a meeting in Hanoi on Tuesday, Binh said the database will be decisive to the success of the national scheme to simplify administrative procedures, citizenship documents and database related to population management during the 2013-2020 period (Project 896). The PM stressed the need to finish the selection of a contractor to implement the database project in August, so that it can be officially launched in September.
Since the beginning of the Project 896, 3.3 million Vietnamese in 16 cities and provinces have had personal identification numbers, of which 128,440 are newborns. The review of administrative procedures and citizenship documentation has almost completed. Each 12-digit personal identification numbers includes 6 random numbers and 6 numbers encoded for century, year, and place of birth, and gender.
