He told an online conference on Thursday that administrative reform must comply with market principles while distribution of resources and pricing should be open and transparent.
He said administrative reform in sensitive areas prone to corruption must be reviewed to address public and business needs: “The Party resolutions have identified administrative reform as a key and constant political task of Party cells and governments at all levels. Review, rectification and rewards must be carried out to boost administrative reform to benefit the people and the nation. I ask the customs, tax, investment and planning, environment and construction sector to submit their detailed work plans on administrative reform by this June to define accountability of ministers.”
