He said the construction of marker 30 and 275 were part of a document signed on April 23, 2011: “On November 2o, two countries began the construction of marker number 30 and 275, and a 450-m road section. The construction marks important progress in land border demarcation towards a peaceful border for friendship and cooperation.”
Regarding the US’s antidumping
duty order on certain hot-rolled carbon steel flat products from 5 countries, including Vietnam, Mr. Binh said: “We affirm that Vietnamese enterprises are operating in the market oriented economy without government subsidy. They don’t dump hot-rolled carbon steel products on the US market. The US Department of Commerce’s decision to investigate the anti-dumping of these products is groundless. It should reconsider and handle the issue impartially and fairly based on trade liberalization and multilateral commitments, as well as the fine relationship between Vietnam and the US.”
In regard to Vietnam’s response to the hearing at the UN Permanent Court of Arbitration over the Philippines’ lawsuit against China concerning the East Sea issue, Binh said: “As a country that is directly related to disputes in the East Sea, Vietnam pursues a consistent policy of settling disputes in the East Sea through peaceful means in line with international law including the 1982 UN Convention on the Law of the Sea. In that spirit, Vietnam continued sending delegations in the capacity as observers to the hearings at the PCA between the Philippines and China from November 24-30”.
Regarding China’s dispatch of logistics ships to the illegal construction site in Vietnam’s Hoang Sa archipelago, the Vietnamese spokesperson said Vietnam was concerned about and closely follows activities in the East Sea. All activities need to follow the principles of respecting sovereignty, sovereign rights and the jurisdiction rights of coastal nations, in line with international law, including the 1982 UN Convention on the Law of the Sea as well as the Declaration on the Code of Conduct of Parties in the East Sea.
