Xi Jinping, Party General Secretary and China’s President, delivered an important speech at the session. The session adopted a proposed candidates list for state leadership, which will be submitted to the first session of the 13^th National People's Congress. It also adopted a proposed candidates list for the leadership of the National Committee of the Chinese People's Political Consultative Conference, which will be submitted to the Conference’s first session. The plenary session reviewed and adopted a decision by the Party Central Committee on strengthening reform of Party and government institutions as well as a plan for the reform.
