Constitutional revisions enhance executive role
(VOVworld) – A workshop on government comments on the amendments and supplements to the 1992 Constitution took place in Hanoi on Monday. The workshop was chaired by Deputy Prime Minister Nguyen Xuan Phuc.

The government’s 96-page report touches upon 8 groups of issues, focusing on 2 chapters concerning central and local government. Participants suggested summarizing 2 sets of measures that would make the government stronger. There were suggestions that ministers should be obliged to report to the people on the performance of a ministry. Professor Nguyen Dang Dung of the Hanoi National University commented on the role and tasks of the government as stipulated in the constitutional revisions. He said: “These revisions acknowledge the importance of the executive agency in policy making, which is not included in the current constitution. The executive sector should be authorized and held accountable. If it fails to do the job, it should face dismissal.”
Regarding local administrations, some proposed the establishment or division of administrative territorial units in accordance with law and in consultation with the people in order to ensure the self-determination of local administrations.
According to the government report, 28,000 workshops have been held and 15 million feedbacks have been received over the past 3 months concerning the revisions of the 1992 Constitution.
