At a press conference prior to President Barack Obama’s upcoming historic visit to Cuba, Mr. Rodriguez said the penalty removal is a response to Washington’s relaxation of financial restrictions on Cuba. Rodriguez said little can happen until the US Congress lifts its trade embargo completely.
The Obama administration's latest attempt to ease restrictions on Cuba despite the embargo came early Thursday when the US removed Cuba from its list of countries deemed to have insufficient security in their ports, eliminating a major impediment to the free flow of ships across the Florida Straits.
