The municipal Department of Tourism has proposed two plans to reopen tourism.
The pilot plan to welcome international arrivals will be carried out in two phases, starting from November. The plan targets commercial visitors and overseas Vietnamese entering Vietnam for business or visiting relatives, particularly those from Russia and South Korea.
Meanwhile, the plan to welcome domestic visitors will be implemented in three phases. Tourism will reopen to local residents from October 20.
From November, the city will establish a tourism bubble model with some other localities.
The third phase will be implemented as the Government allows full resumption of all activities in the new normal nationwide.
