Prime Minister Chinh said institutional improvement is one of three strategic breakthroughs, adding that right from the beginning of the term, the Government has paid much attention to and focused on this work.

He requested tightening discipline in building legal documents, holding meetings of the Government permanent members to review legal documents before submitting them to the Government. Attention should be paid to resources for making laws and legal documents.
