The draft law emphasizes prioritizing and mobilizing national resources to support science, technology, and innovation and proposes a range of incentive mechanisms and policy measures to strengthen the role of this sector as a driving force in socio-economic development.

It also suggests the inclusion of policies to attract overseas Vietnamese and qualified foreign experts to live and work in Vietnam.

Vice Chairwoman of the National Assembly, Nguyen Thi Thanh, said: “We need to further study how to institutionalize Resolution 57 of the Politburo in an appropriate way. Attracting overseas Vietnamese intellectuals should go beyond international cooperation to include concrete mechanisms to encourage them to return, work, and settle in Vietnam. At the same time, we must establish and maintain a network that connects Vietnamese intellectuals abroad, while  forecasting the demand for domestic experts.”

High on the agenda was also a draft resolution on extending the exemption of agricultural land use tax and the Vietnam National Assembly Museum project.
