(VOVworld) – National Assembly deputies discussed on Friday the draft law on custody and temporary detention. During the draft law compilation process, the Ministry of Public Security collected the opinions of people and related ministries and sectors regarding the draft law and also took into consideration the Ministry of Justice’s assessment of it.
Lawmakers agreed that the draft law must ensure the protection of human rights and citizens’ rights and the obligations of those people in custody or temporary detention, as well as the draft law’s feasibility itself in Vietnam’s current conditions. Its promulgation will help address shortcomings in activities regarding custody and temporary detention, especially those related to torture and the forcing of depositions from suspects in violation of their human rights. They suggested that detention centres should be built separately from investigation agencies to ensure objectiveness during the investigation process. Do Ngoc Nen, a deputy from Binh Thuan province, talked about regulations applied to those in custody and temporary detention: "I propose amendments to the draft law to ensure the appropriate amount of food and basic necessities for people in custody and temporary detention. The government should create regulations regarding this matter. I suggest further research on physical exercise for people in custody and detention. Amendments should include regulations over space and time, and the physical conditions of detention centres."

Lawmakers also voted to adopt the revised Law on Military Service and the Law on Veterinary.
