Vietnam is one of the countries with the highest rate of Internet users in the world, with 78.44 million Internet users as early this year, equivalent to 79.1% of its population.

Statistics from the authorities showed that since the beginning of last year, there have been more than 13,750 cyber attacks on Vietnam’s information systems, causing serious incidents.

Vietnam was one of the countries that showed early support to the establishment of the Ad Hoc Committee and actively participated in the process of building the convention from the first session,  said Mr. Vu.

The Vietnamese negotiation delegation had made substantial and positive contributions to the Committee’s eight sessions and affirmed its responsibility to work with the international community to resolve global issues and contribute to global peace and stability.

Deputy Minister Vu said the draft Convention sets out a specific and comprehensive legal framework for Vietnamese authorities to establish and enhance cooperation with law enforcement forces of other countries and helps Vietnamese authorities promptly investigate and collect information and evidence on cybercrimes to serve the prosecution and trial of criminals.

The draft Convention also opens up opportunities for developing countries, including Vietnam, to improve capacity in preventing and responding to cybercrimes of developed countries and contributing to a healthier and safer global cyberspace environment.

The draft UN Convention against Cybercrime will be submitted to the UN General Assembly for official adoption by its 193 members as soon as possible.

The Convention will remain open for member states to sign until December 31, 2026.
