At this meeting, deputies will spend most of their time building laws, conducting oversight, and deciding key issues.

Addressing the opening ceremony, NA Chairwoman Nguyen Thi Kim Ngan said Vietnam’s economy over the past 9 months achieved relatively high growth, with a stable macro-economy, inflation under control, improvements to people’s living conditions, and social welfare secured.

2019 is the second consecutive year that Vietnam has achieved or exceeded all the targets set by the legislature, creating a solid foundation for fulfilling Vietnam’s 5-year socio-economic development plan until 2020.

“The achievements are important. They prove the soundness of the Party’s leadership, and the determination and consensus of the political system, sectors, business community, and people to overcome any obstacles. The results have bolstered the people’s trust in the Party and State’s leadership,” said Madam Ngan.

The agenda of the year-end session is to pass 12 draft laws and give opinions on 4 draft resolutions and nine other draft laws.

Madam Ngan said the legislature will discuss reports on the implementation of the socio-economic plan and State budget for 2019, and set the socio-economic development plans and State budget estimate for next year.

A master plan for investment in the socio-economic development of ethnic minority, mountainous, and disadvantaged areas will be up for consideration, according to Madam Ngan.

She said: “The NA will listen to reports on this year’s external relations, including East Sea issues. Deputies will consider and ratify the Supplementary Treaty to the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty between Viet Nam and Cambodia and the Protocol on Land Border Demarcation and Marker Planting between the two countries. This will create an important legal framework for socio-economic development and people exchanges between border localities.”

The NA will conduct oversight of the enforcement of policies and laws on fire prevention and firefighting from 2014 to 2018.

Three days during the 8th session will be reserved for a question-and-answer session, personnel work, and discussion and adoption of the session’s resolution. The 8th session will run through November 27.
