The Council said the use of any chemical toxin on anyone, anywhere, or under any circumstances, is unacceptable, violates international laws, and is considered a war crime against humanity and must be punished.

The Council called for an independent investigation of recent events in Syria. The statement was made as the EU prepares for its fourth conference to evaluate the results of the Chemical Weapons Convention, which will take place in the Hague from November 21-30.
