A government decree stipulates that foreigners must obtain a permit from the provincial public security department to be granted entry into maritime boundary areas, in addition to their passports and visas. But the island district of Co To has now been recognized as a local tourism zone, meaning no licenses are needed as long as foreign tourists have a valid passport or passport alternative. The People’s Committee of Quang Ninh province, which has jurisdiction over Co To, designated the islands a tourism zone following approval of the Ministries of Public Security and Defense.
