FTSE Russell had listed Vietnam on its September 2018 watchlist for potential re-classification.

In March, Vietnam met seven of the nine criteria required for upgrading it to emerging market status.

The two criteria Vietnam did not satisfy were “Settlement – Rare incidence of failed trades” and “Deliver-versus-payment (DvP) Settlement Cycle”, which were marked “not available” and “restricted”.

FTSE Russell said it had interacted with the Vietnamese stock market regulator over the past 12 months and noted Vietnam’s efforts to improve the market.
