Further comments on the revised 1992 Constitution
(VOVworld)- Deputies of the National Assembly’s Standing Committee on Thursday discussed constitutional revisions regarding the organization of the state apparatus, land ownership and reclamation mechanisms. They spoke highly of the principle stipulating that the right to land use is a property right protected by the law stating that this principle reflects the state’s respect for and protection of citizens’ basic rights and creates a firm legal foundation to deal with land violations. Deputies focused on the organization of the local administration, some stressing the need to set out principles in the organization of urban administration which should be different from rural areas.
Meanwhile, issues relating to nationality, land, migration and the promotion of overseas Vietnamese resources in national development were the main discussions at a conference of overseas Vietnamese and former overseas students in HCM City on Thursday. The delegates proposed to institutionalize the anti-monopoly policy and to work out a mechanism for ensuring equal competition and to encourage overseas Vietnamese to contribute further to the homeland. Tran Thi Ngoc Lan was a former student in Japan. “I think it’s quite a transparent system, enabling the selection of Vietnamese nationality or duo nationality- one Vietnamese and one overseas. However, it’s necessary to define the obligations of those who choose to have Vietnamese nationality but live abroad, for example the obligation to defend the homeland and in times when the homeland faces difficulties.
The same day, at a conference held by the Ministry of Labor, Invalids and Social Affairs, the delegates proposed to add the poor to the priority list for heath care. They said that the State, society, family and all citizens have a responsibility to protect and care for the health of the elderly. Some delegates suggested further clarification of the rights of children.
