The program focuses on developing the maritime economy and ensuring national defense and security at sea, especially offshore fishing and aquaculture.

Khanh Hoa will attach special importance to developing seaports, seaport services, infrastructure, and logistics service centers for the fisheries sector, increasing application of scientific and digital technology in fishing, aquaculture and seafood processing, plus raising fishermen's awareness about abiding by the law of the sea.

Nguyen Hai Ninh, Secretary of the provincial Party’s Committee, said that Khanh Hoa will develop a high-tech sea farming project and propose mechanisms and policies to support businesses and people to invest in the field, ensuring the livelihood of thousands of coastal fishermen.

“First people will change from traditional method of cage farming to high-tech applications. But they need specific mechanisms and policies on tax exemption and reduction, credit facilitation, and the combination of businesses and people. It’s also necessary to have policies to boost offshore aquaculture, a way to protect the national sovereignty of the sea and islands,” said Ninh.
