Kremlin spokesman Dmitry Peskov told reporters that President Putin was and remains interested in establishing working relations between Moscow and Brussels.
The last summit between EU chiefs and Putin took place in early 2014 just months before Russia annexed Crimea from Ukraine.
Since then, the EU has imposed sanctions on Russia and Russia also took a number of retaliatory measures.
