Deputies said that the revision is urgently needed to ensure strict land management along democratic principles, with transparent public promotion in order to avoid wasting land resources.
Discussing land acquisition for socio-economic development, Deputy Mai Thi Phuong Hoa representing Nam Dinh province said the team drafting the law should consider specific cases to minimize the state’s acquisition of land for socio-economic development and for the national public interest, especially when there is a conflict with commercial interests.
To avoid wasting land resources, Dieu Huynh Sang of the Binh Phuoc Delegation stressed sanctions on works and projects that have registered land use needs that failed to be implemented.
Deputy Nang Xo Vi representing Kon Tum province suggested that the draft law should clearly stipulate the ensuring of the availability of residential and production land for ethnic minorities and mountainous areas. In addition, he said, there should be priorities for land policy aimed at poor and ethnic minority households. He stressed the need to clearly define the responsibilities of State agencies for securing land for the ethnic minorities.
“It is proposed to amend the regulations on the State's responsibility for land for ethnic minorities. Ethnic minorities living in difficult areas must be guaranteed by the State to access residential land, production land, and land for community activities, suitable to customs, practices, cultural identity and actual conditions of each locality,” Vi said.
Deputy Ngo Trung Thanh representing Dak Lak province said that the National Assembly must be authorized to stipulate the policy framework on land support for ethnic minorities.
