The planning objective is to ensure water resource security in river basins, to store, regulate and distribute water resources in a fair and reasonable manner, to exploit and use economically and efficiently water resources coupled with the protection and sustainable development of water resources to meet water demand for people's daily life, socio-economic development, national defense and security, and environmental protection.

It aims to protect water resources, implement the goal of national digital transformation on the basis of building and operating a water resource data and information system, ensuring connection with the information system of natural resources and environment, mining industries, and water use.

The Master Plan focuses on the management, regulation and distribution of water sources, contributing to ensuring water security for the purposes of exploitation, use and socio-economic development goals on the river basin.
