Master plan to maximize nation’s unique potential, outstanding opportunity, competitive edge: PM

(VOVWORLD) -Prime Minister Pham Minh Chinh on Wednesday underlined the importance of planning as he chaired a conference to appraise the national master plan for the period 2021-2030, with a vision to 2050.

This was the first ever national master plan which concertizes the orientations outlined by the 13th National Party Congress and other documents of the Party Central Committee, which set out the goal that by 2045 Vietnam will become a developed and high-income country.

Prime Minister Pham Minh Chinh told the conference: “Planning requires innovative thinking and strategic vision. Motivation comes from innovation. This innovative thinking has created a resource and a driving force."

"The strategic vision is how the planning points out unique potentials, outstanding opportunities, and competitive advantage, so that we can come up with solutions to promote internal resources, because internal resources are fundamental, decisive, and long-term strategy. And external resources are breakthroughs. So how to mobilize resources for delivering the plan? This is a difficult task, but the more difficult it is, the more we need to promote democracy, mobilize collective wisdom and decide by majority,” he added. 

The Prime Minister suggested that the master plan should identify key industries, including agriculture, processing, manufacturing, materials industry, renewable energy, clean energy, logistics, consumer services, banking, finance, e-commerce, and cultural industry.

He said the Master Plan needs to thoroughly grasp and concertize rapid but sustainable development, harmonious development of economics, politics, culture, society and environment, put culture on par with economic, politic and social level, identify traditional historical culture as a resource, not sacrifice progress, social justice and the environment to pursue mere economic growth.

The Prime Minister also raised the issue of expanding development space including underground space, sea space and sky; developing green economy, circular economy, digital economy, and night economy; and developing cultural space associated with tourism.
