The RIA news agency quoted Kremlin spokesman Dmitry Peskov as saying that declaring a neutral status for Ukraine could be a key compromise.
Vladimir Medinsky, Russia's chief negotiator, said both sides are discussing a neutral, demilitarized state for Ukraine, but a state with its own army and navy.
The Presidential Office of Ukraine cited Kyiv's chief negotiator, Mykhailo Podolyak, as saying a model of legally binding security guarantees that involves a group of international partners is on the negotiating table.
