NA debates implementation of national target programs
(VOVWORLD) - Lawmakers have praised the positive impact of three national target programs on socio-economic development in localities across Vietnam, particularly remote and border areas.

National Assembly (NA) deputies on Monday discussed these target programs, which focus on socio-economic development in ethnic-inhabited and mountainous areas, sustainable poverty reduction, and new-style rural area building.
They said, however, slow implementation has affected the programs’ targets and other socioeconomic development targets.
“Implementation guidelines should be more detailed, clearer, and easier to understand. There shouldn’t be too many documents covering the same topic. We need to issue a handbook for the commune level to help them better implement the programs,” said Deputy Nguyen Quoc Luan of Yen Bai province.
Many deputies suggested greater decentralization, particularly at the provincial level.
