NA Standing Committee discusses revised anticorruption bill

Deputies were divided over the authority of asset and income control and subjects to asset and income declaration. National Assembly Vice Chairman Do Ba Ty stressed the criteria required to prove an individual’s assets are lawful. He said:“Unjustified origin of assets cannot legally be considered corrupted assets, which are subject to confiscation in accordance with criminal procedure. On the other hand, if we consider them assets of the state, whose ownership will be established in accordance with civil procedure, the settlement of dispute over ownership does not match the Civil Code. Because this is the first time we raise the issue of dealing with assets to prevent corruption, I think we should take cautious, appropriate steps.  We need a good income management mechanism.”
