National Assembly discusses revised Enterprise Law
(VOVworld) – National Assembly deputies discussed the revised Enterprise Law on Tuesday with the aim of creating a level-playing field.

Many of the deputies said that regulations on business setups conform to international practice as from now on the area of business would not be written on licensing papers. The revised law will allow businesses to take part in areas not prohibited by law and that foreign investors will be granted an investment certificate before they establish a business. The deputies agreed that the revisions eliminated discrimination between domestic and foreign businesses. Nguyen Thi Hue is a deputy from Dac Lac province: “The Enterprise Law has been revised with the intention of eliminating discrimination in investment and business procedures for all economic sectors and foreign-invested businesses. This is in line with Vietnam’s WTO commitments and those of the Trans-Pacific Partnership Agreement in the future. The law should clarify regulations on business setups and the necessary conditions for a business.”
Many deputies agreed that the right to free business is an important right stipulated in the Constitution and the revised Enterprise Law aims to institutionalize this right.
The deputies also discussed amendments and supplements to the 2008 Law on Vietnamese Nationality. They said that regulations on nationality registration for overseas Vietnamese do not conform to a party politburo resolution on overseas Vietnamese affairs and the 2013 Constitution. They said that nationality registration would create more administrative procedures, making it more difficult for overseas Vietnamese and their work. Many deputies suggested that citizen registration in line with the Law on Vietnamese Representative Agencies should continue to be the legal basis for the issuing of passports for Vietnamese citizens.
