Pham Minh Chinh, Politburo member, Secretary of the Party Central Committee, and Head of the Organization Commission stressed the importance of the meeting on party building which he said will help prepare for party committee congresses towards the 13^th National Party Congress in 2021. Tran Quoc Vuong, Politburo member and permanent member of the Party Central Committee’s Secretariat, said: “Party-building related institutions and regulations should continue to be fine-tuned to ensure compatibility between Party and State regulations and to gauge cadre performance. First of all, efforts should be made to issue a directive and instruction on personnel work for party committee congresses and the 13^th National Party Congress. Power delegation should be strengthened, administrative procedures be reduced, and power control be tightened to prevent and end bribery for job titles.”
