(VOVWORLD) - The Party Central Committee wrapped up its three-day session on Saturday, with the entire agenda completed.

In his closing remarks, Party General Secretary To Lam said that the Committee reached broad consensus on proposals to restructure the political system, administrative units, and local administrations.
Under the proposed model, local administrations will consist of only two levels—provincial and commune. Provincial-level units will be merged into 34 (28 provinces and 6 centrally-run cities).
District-level units will be dissolved following amendments to the 2013 Constitution and the Law on Local Government Organization. Commune-level units will also be merged, cutting their number by 60–70%. The Committee also endorsed plans to streamline the Vietnam Fatherland Front, political-social organizations, and mass associations at all levels.
Party leader To Lam noted that the Politburo will soon issue new resolutions on lawmaking and law enforcement reform, and private sector development. These will complement Resolution 57 on breakthroughs in science, technology, innovation, and digital transformation, and Resolution 59 on deepening international integration in the new context.
These efforts are expected to drive Vietnam toward a GDP growth rate of at least 8% in 2025 and double-digit growth in the following years, with the goal of becoming an upper-middle-income country with modern industry by 2030 and a high-income, developed nation by 2045.
