Party Central Committee’s 11th plenum opens

(VOVWORLD) -The 11th plenum of the 13th Party Central Committee opened in Hanoi on Thursday. Party General Secretary To Lam chaired the meeting and delivered a keynote opening speech.

The meeting agenda covers 15 contents of two major groups of issues. The first group consists of the ongoing restructuring of the political system’s organizational apparatus and the arrangement of administrative units and two-level local administrations. The second deals with preparations for the 14th National Party Congress, as well as the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 tenure.

This plenum will look at the Politburo's decision on personnel matters within its authority. The Politburo will brief the Party Central Committee on the current national, regional, and global landscape. The Party Central Committee will also review key decisions made by the Politburo and Secretariat since the 10th plenum, alongside thematic reports on institutional perfection and strategic breakthroughs in science-technology development, innovation, and national digital transformation.

Opening of the plenum, Party General Secretary To Lam said: “The Politburo requests that Party Central Committee members, with a mindset of radical revolutionary innovation in the development of the country and for the people, give opinions according to the discussion suggestions sent with each project. Attention should be paid on major issues like arranging provincial-level administrative units into 34 provinces and cities, without the district level, cutting 50% of commune-level administrative units, the two-level local administration model coupled with decentralization. Discussions should also focus on the commune level after the merger, how to be truly close to the people and serve the people better.”

The Party leader emphasized continued preparations for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. He highlighted issues reflected in the documents, including the unchanging perseverance of the path to socialism, well resolving the dialectic relationship between stability and development, closely following the great goal of better meeting the needs of the people, and determination to realize the country's two 100-year goals.

The plenum is scheduled to run until Saturday.
