PM underlines people as center, actors, and driving force of development

PM Chinh emphasized the need to promote the effective implementation of guidelines and policies of the Party and State, especially the Resolution of the 13th National Party Congress on socio-economic development planning. He underlined humans as the center, actors, resource, and driving force of development.

“First is a pioneer in innovation, start-up, application of science and technology, implementing the Fourth Industrial Revolution to develop the digital economy, green economy, circular economy, sharing economy, nightlife economy; it’s necessary to pioneer in administrative reform, decentralization of power coupled with resource allocation, improving enforcement capacity, and strengthening inspection."

"We should pioneer in taking people and businesses as the center, cut down on cumbersome administrative procedures that increase compliance costs for people and businesses. Pioneering in mobilizing all resources, especially public-private cooperation, for rapid and sustainable development. Pioneering in implementing social security policies, advancing social justice, and protecting the environment, not sacrificing progress and social justice to pursue merely economic growth, not leaving anyone behind.”

Prime Minister Chinh requested urgent development of a plan to implement regional planning; restructuring economic sectors, innovating growth models; developing high-tech industry; boosting cultural industry development; and prioritizing investment in key projects related to socio-economic development.

He stressed a focus on training and developing human resources, reform of administrative procedures, improvement of business environment, investment promotion, and good preparations for major projects to effectively attract investors, especially strategic investors.
