Speaking at the plenary session of the 2024 expanded BRICS Leaders' Meeting in Kazan, Russia, under the theme "BRICS and the Global South: Building a Better World Together" on Thursday, Prime Minister Chinh proposed five key areas of strategic connection.
First, connecting resources. Second, connecting strategic infrastructure—both hard and soft. Third, linking global supply chains by applying modern science, technology, and innovation to drive economic growth and expand development opportunities for all countries.

He also highlighted the importance of strengthening people-to-people connections through cultural cooperation, and reforming global governance mechanisms to achieve balance, equality, inclusiveness, and sustainability.
The Prime Minister stressed that cultural cooperation, education, training, tourism, and people-to-people exchanges between BRICS countries and others must be further promoted to create a cultural space where "unity in diversity" thrives, values are respected, and friendship is nurtured.
He called for a reform of global governance mechanisms that embraces digitalization, efficiency, and inclusiveness, to achieve rapid and sustainable development. Vietnam, he noted, is ready to actively contribute to shaping global standards in emerging areas like AI governance, cloud computing, and the Internet of Things (IoT).
Sharing Vietnam's development experiences, Prime Minister Pham Minh Chinh reaffirmed the country’s commitment to an independent, self-reliant foreign policy centered on peace, cooperation, and development. Vietnam seeks to be a good friend, reliable partner, and responsible member of the international community, adhering to its "four no's" defense policy.
