At the summit, he delivered an important speech which outlined challenges facing the Mekong River and its basin.

He put forth a five-point proposal  on cooperation, support, and protection of the river for the legitimate interests of all countries and people living in the basin; ensuring harmony between people and nature, between today's and future generations; all for the common goal of sustainable development of the Mekong River basin and leaving no one behind.

The Prime Minister's clear messages show Vietnam’s interest and proactive role in responding to challenges to strengthen solidarity and cooperation in the Mekong River Commission, as well as ensure the interests of countries in the basin, including Vietnam.

During his stay in Laos, Prime Minister Chinh worked with Lao Prime Minister Sonexay Siphandone and Cambodian Prime Minister Samdech Techo Hun Sen. He had a bilateral meeting with the Lao Prime Minister.

Prime Minister Pham Minh Chinh's trip demonstrates Vietnam's political commitment to and its role in the Mekong River Commission; helps tighten neighborly relations, solidarity and friendship between Vietnam and Laos, Vietnam and Cambodia; and delivers the foreign policy of independence, self-reliance, diversification and multilateralisation, being a good friend, a reliable partner and a responsible member of the international community.
