(VOVWORLD) - Investing in institution building is investing in development, Prime Minister Pham Minh Chinh told a government legislative session for March on Tuesday.

The Prime Minister asked ministries and departments to prioritize creating decrees and circulars to enforce laws regarding land, real estate, housing, and credit. The goal is to finish these by May so they can be submitted for approval and promptly put into action.
The Government discussed a draft law on urban and rural planning, a draft law on geology and minerals, and a proposal on revising a law on the management and use of state capital invested in production and business at enterprises.
Since the start of the term, the Government has organized 24 sessions on law making.
