(VOVworld) - Prime Minister Nguyen Xuan Phuc and a Vietnamese delegation arrived in Beijing on Monday to begin an official visit to China. During talks with Chinese Premier Li Keqiang, Prime Minister Phuc proposed orientations to promote future relations between the two Parties and States: increasing delegation exchanges between the Parties, parliamentary agencies, and organizations; promoting the role of governmental cooperative mechanisms; and expanding cooperation in national defense, security, and diplomacy, and at multi-lateral forums.

Mr. Phuc emphasized that Vietnamese and Chinese agencies and businesses should seek to resolve difficulties and eliminate obstacles to sustainable trade and economic development. He called on China to invest in Vietnam’s high-tech agriculture, machinery, support industry, and renewable energy. He asked the two sides to step up cooperation in regulating released water in the upper Mekong River in the dry season, discuss continued use of a hotline for unexpected fishery incidents occurring at sea, coordinate in properly dealing with these issues, and increase experience sharing in environmental protection and climate change response.
He underlined Vietnam’s consistent stance of resolving East Sea disputes through peaceful measures in line with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS), and respecting diplomatic and legal processes.
In the face of recent complex maritime developments, Mr. Phuc asked both sides to comply with the agreements and common perceptions reached by the two countries’ leaders, including the agreement on basic principles guiding the settlement of maritime issues.
Countries should respect each other’s legitimate interests in accordance with UNCLOS, curb maritime disagreements, and avoid actions that might complicate or expand disputes. Negotiation mechanisms should be supported to achieve substantive progress, satisfactorily address fishery-related issues, and foster cooperation in search and rescue. Vietnam and China should join hands with all ASEAN members to comprehensively and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and finalise a Code of Conduct in the East Sea (COC) by the 15th anniversary of signing the DOC in 2017.
The Chinese Premier said China attaches much importance to developing rapport with Vietnam and consistently follows the motto “friendly neighbourliness and comprehensive cooperation with long-term stability with Vietnam”. China will work with Vietnam to address maritime disputes and maintain good relations between the two countries and peace and stability in the East Sea.
After their talks, the two PMs witnessed the signing of 9 agreements in economic-trade cooperation, railway construction, and education.
