(VOVWORLD) - The northern border province of Quang Ninh once again topped Vietnam’s Provincial Competitiveness Index (PCI) 2022, according to the PCI 2022 report released by the Vietnam Chamber of Commerce and Industry (VCCI) on Tuesday.

This is the 6th year in a row Quang Ninh has topped the chart. It was followed by Bac Giang, which moved up 29 places, Hai Phong, and Ba Ria-Vung Tau.
Since 2005, VCCI and the US Agency for International Development (USAID) have cooperated on the annual PCI report to measure the quality of economic management, the level of convenience and friendliness of the business environment, and administrative reform efforts by provincial administrations, thus promoting the development of the private sector.
The 2022 PCI report was developed from responses from nearly 12,000 domestic and foreign-invested firms in Vietnam.
It reveals the tremendous efforts of both businesses and provincial administrations to navigate through the first post-pandemic year. The respondents reported improvements in administrative procedures, including a reduction in the time of bureaucratic compliance and informal costs.

“Amid numerous macroeconomic challenges, local administrations should prove their ability to solve emerging problems and make production resources such as land, labor, and credits more accessible to businesses," said VCCI President Pham Tan Cong.
He noted that increasing transparency and reducing troublesome administrative procedures and informal costs will be as effective as the monetary and fiscal support packages the Government has offered.
In this year’s report, VCCI also launched the Provincial Green Index (PGI), an initiative developed with support from the USAID and private sector partners. The index evaluates and ranks province’s environmental policy from the perspective of businesses to promote better business etiquette and practices, including the application of new green technologies.
Tra Vinh, Lang Son, and Bac Ninh are the top three PGI performers in this inaugural edition.

“Vietnam has been a pioneer in working on a provincial green index. I understand that's maybe one of the only countries that has such an index and that's really a recognition and representation of how Vietnam is a pioneer in so many measures,” said USAID Vietnam Mission Director Aler Grubbs.
“Provincial green index can help further Vietnam's path to a sustainable economic development. That will also help the country meet its really impressive targets for reducing green house gas emission, well, becoming net zero greenhouse gas emiter by 2050,” she added.
PGI is expected to encourage provinces and cities in Vietnam to pay greater attention to environmentally responsive economic development, provide up-to-date information for investment/environment policy-making process, and promote an environmentally friendly business ecosystem that contributes to the country’s green growth orientation.
