(VOVworld) – Russia's Upper House of Parliament, known as the Federation Council, approved an agreement on Wednesday between the Vietnamese and Russian governments on temporary migrant workers.

The agreement was signed in Moscow on October 27, 2008, establishing an international legal framework for Russian and Vietnamese guest workers. It stipulates standard procedures for migrant workers in terms of social and medical care, tax payments, and travel. The Federal Council’s Foreign Affairs Committee said Russia will create a management system to control the flow of migrants and promote bilateral cooperation with Vietnam. The agreement was ratified on October 18 by Russia’s State Duma.
