The meeting was convened after efforts failed to persuade Ukraine to extend its ceasefire in eastern Ukraine. Earlier, Russian Foreign Minister Sergei Lavrov phoned US Secretary of State John Kerry to urge the US to put pressure on the Ukrainian administration to halt military operations in eastern Ukraine. Lavrov said if the ceasefire is not extended, there will be bloody waves of violence. Mr. Kerry said the US and its European partners want Russia to stop providing weapons to insurgent forces in eastern Ukraine and call on pro-federalist activists to lay down their arms and return occupied border stations to the government.
