Speaking at the conference, German Foreign Minister Frank-Walter Steinmeier pointed out a number of trouble-spots in Syria, Iraq, Iran, and Libya, as well as terrorism and network security threats. Regarding Ukraine’s crisis, Steinmeier said permanent security in Europe can only be reached together with, not against, Russia. He said there is only a good future for Russia with Europe. He said that supplying Ukraine with lethal weapons would be “highly risky” and “counterproductive”.

German Chancellor Angela Merkel talked by phone with Russian President Vladimir Putin, French President Francois Hollande, and Ukrainian President Petro Poroshenko about the situation in Ukraine. The leaders agreed to hold another four-party talk on Wednesday in Minsk, Belarus.
