(VOVworld) – Turkey has suggested a two-track plan to tackle the escalating international refugee crisis, including building entirely new cities for displaced people and founding an umbrella organization financed by all countries.

Turkish Deputy Prime Minister Numan Kurtulmuş said the refugee policy of the international community has collapsed, so Ankara has proposed a two-track plan. The first leg of the plan is to form a new body broader than the United Nations High Commissioner for Refugees (UNHCR) and with the capacity to implement projects around the world. The second part of the plan is to “establish new settlements for refugees.” The plan includes building new towns with schools, hospitals and factories for displaced people.

Turkey hosts around 2.2 million refugees, mainly from Syria and Iraq. Approximately 270,000 of them live in 26 camps in the south and southeast, while the rest have spread to cities across the country.
