The measures were signed by Special Representative of the Organization for Security and Co-operation in Europe (OSCE) Heidi Tagliavini, Ukraine’s former President Leonid Kuchma, Russian Ambassador to Ukraine Mikhail Zurabov, and the leaders of the self-proclaimed Donetsk and Lugansk People’s Republics.
Danish Foreign Minister Martin Lidegaard hailed the agreement, which will take effect next Monday, saying that it satisfies all the participants. The German Federal Foreign Office said the agreement was not a breakthrough, but it could mark a step away from the spiral of military escalation and lead to a political solution.
