The memorandum called on all parties to refrain from extreme acts, support the Geneva agreement of April 17th, and support the plan of the Organization for Security and Cooperation in Europe. The memorandum also called for constitutional reforms which stipulate a parliamentary-presidential form of government and no military alliances, only economic and political alliances based on referendums, and an end to military campaigns in Ukraine’s eastern region.
