(VOVworld) – Disarming independence forces, restoring control to Kiev of the Ukraine-Russia border region, and conducting honest, free, and democratic elections are prerequisites for autonomous rights for Donetsk and Lugansk in eastern Ukraine to come into effect. Ukraine’s President Petro Poroshenko made the statement on his official website Sunday. Poroshenko admitted that although the Ukrainian Parliament has passed a draft bill, making the bill part of the constitution is still controversial among legislators.
