The resolution recommends countries join and support discussions to compile a WHO treaty or an international agreement to prevent, prepare, and respond to pandemics.
The resolution proposes its members working with the medical and scientific communities as well as laboratories and surveillance networks promote the sharing of samples and data of genetic sequences safely, transparently, and quickly.
It urges countries to enhance technology transfer, share scientific research, strengthen production capacity, regulate and purchase essential tools to ensure equitable and effective access to vaccines, treatments, diagnostics and essential supplies.
