The resolution sets up a sanctions committee which would submit to the council the names of those responsible for obstructing peace efforts, and who should be punished with global travel bans or asset freezes. The resolution could pave the way for an arms trade ban on South Sudan and has been backed by the EU. Regional mediators have given South Sudanese President Salva Kiir and rebel chief Riek Machar until Thursday to reach a final deal to end 14 months of war which has killed some 10,000 people.
