He was the first foreign leader paying a State visit to Vietnam in 2023 and also the first state guest of President Vo Van Thuong since President Thuong took office. The visit is part of the celebration of the 50th anniversary of Vietnam-Australia diplomatic relations.

During his visit, Hurley laid wreaths at the Monument to Martyrs and President Ho Chi Minh Mausoleum in Hanoi, held talks with President Vo Van Thuong, paid a courtesy visit to Party General Secretary Nguyen Phu Trong, and met Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue.

He also visited the Vietnam Department of Peacekeeping Operations in Hanoi and several educational institutions in Ho Chi Minh City.

During the meetings, the leaders agreed to strengthen bilateral cooperation in various fields, particularly in digital transformation, energy transition, and climate change response. They agreed to work toward upgrading their relationship to a comprehensive strategic partnership.
