The report says slow economic growth resulted in a loosen monetary policy but credit activities were still limited due to financial uncertainty at banks. The economic recovery depends on the reform of the banking system and state-owned enterprises. According to the ADB, it is necessary to have more strategic and selected access to effectively restructure the economy. Tomoyuki Kimura, ADB Country Director in Vietnam said: "ADB suggests the government should have strategic and selected approach toward structure reform particularly SOE restructuring. It is not easy to do everything at once. Some initial success will spur further momentum".

Kimura remarked that in the context of ASEAN integration in 2015, Vietnam is facing increasing competition for foreign direct investment in South East Asia. He added that the maintenance of FDI and ensuring competitiveness will depend on successful mechanism restructuring and improvement of the business environment.
